LIFE in Common Land. Managing land in common, a sustainable model for conservation and rural development in Special Areas of Conservation. LIFE16 NAT/ES/000707.

LIFE in Common Land (LICL), is a European Nature Conservation Project within the Natura 2000 Network. The Provincial Council of Lugo (Deputación de Lugo) is the project coordinator, while the universities of Santiago de Compostela (USC) and A Coruña (UDC) are the beneficiary partners, and 3edata-Kaizen in the technical-administrative coordination assistance.

The project has a budget of €2,001,469 and runs from 2017 to 2022.

LICL was created to combat various problems affecting the habitats in the Serra do Xistral Special Area of Conservation, such as the progressive abandonment of traditional agricultural and livestock farming activities (which produces alterations in the composition and configuration of the landscape), the poor state of conservation of habitats linked to human activity, and the climate change effects.

The general aim of the LICL is to improve the conservation status of the EU priority habitats 7130* Active Blanket bogs, 7110* Active raised bogs, and 4020* Temperate Atlantic wet heaths in the Serra do Xistral SAC. Bogs are an important CO2 store and their conservation contributes to fight Climate Change. 

To achieve this objective, we seek solutions compatible with livestock use, through the implementation of Results-Based Management Models for Conservation, following successful examples applied in other areas of the Atlantic Region. This programme provides income to landowners in Results-based payment scheme for conservation at the end of the project.

We also want to show the advantages of collective private ownership of land, which in Galicia is found in the Common Land Communities (hereinafter CLC). This model of land management, so unique in Europe, is conducive to the improvement and development of rural areas.

With LICL implementation, the conservation status of the project's target habitats will be improved in 5,000 hectares of MVMC, distributed throughout the eleven participating forest communities, which cover 6 municipalities of the Serra do Xistral. Through LICL, Management Models are provided to the owners of the CLC so that they can apply habitat improvement measures through their livestock activity, models that they voluntarily approve in their Forest Management Plans. At the same time, demonstrative actions of improvement and priority habitat restoration are developed. At the end of the project, the Results-based payment scheme for conservation will be applied, which will be integrated into the Galician Rural Development Plan (RDP).
