  • 5. Secure territorial rights for indigenous peoples

The Sámi Heritage and Development Foundation is aimed at the preservation of traditional culture and Sámi languages, contributes to indigenous rights protection according to the norms and standards of the international law. 

The Foundation supports and organizes initiatives on environmental protection, leads initiatives on climate change, organizes seminars and training programs for indigenous peoples of the Murmansk area on climate change adaptation. 

In collaboration with scientists and environmental activists, the Foundation has developed a manual on climate change adaptation strategies for indigenous peoples of the Murmansk area. The manual has been already published and distributed. The authors of the strategies are R. Sulyandziaga, A. Danilov, O. Lipka and V. Sovkina.

The goal of the work done is to minimize the negative effects of climate change in the Murmansk area and provide new opportunities to ensure a prosperous life in harmony with nature for indigenous peoples.

Tasks:

• Assessment of the current climate situation and its forecasts up to mid and late 21st century.

• Assessment of the climate change vulnerability of the villages, the inhabitants, their traditional nature management system and the environment.

• Determination of the adaptation model for the economy sector.

• Assessment of the resources availability and opportunities for adaptation.

• Elaboration of short-term and long-term adaptation plans.

Several studies have pointed out serious problems, whose solutions require interactions within and outside the Sámi community, collaboration, solidarity, harmonization of interests and conflict prevention.

The strategies take into account the risks and define the courses of action, methods of implementation and resources available to the local community. The target groups of the strategic plan are the indigenous and non-indigenous residents of the village of Loparskaya and Lovozero.
